Unless, I suppose, you are trying to reframe the homicidal attempts of the nations against us as some sort of sibling rivalry, writ large. Which would be interesting, but still has nothing to do with the sa'ir la'azazel.

True, that refers to the "am Jisrael", people of Israel.
